Pipe A can fill 14 of the cistern in 1 minute 

Pipe A can fill 16 of the cistern in = 23 min 

Therefore, Total time taken to fill the Cistern  

4 + 23 minutes.

Hence 72 - 70 = 2 litres of water must be added.
